I would like to see having a CITATION.cff (or similar citation information) as a requirement for a JOSS submission. It promotes the idea of research software being citable in and of itself. I think at a minimum, it would be nice if this were part of the General Checks checklist and listed in the submission guidelines.
There is currently a similar issue open about this, which seems stale. That issue seems to suggest a more systematic solution, which would be theoretically better than what I suggest. However, given that that issue is stale, it seems like it would take more time and effort to implement than just adding a few lines to the guidelines, as I suggest above.
I would be happy to work on this issue if there is consensus on making these changes.
