Thanks for the report. The "try VPP=10..14 in 1V steps" hint is confusing as it is a leftover from the code for the old board design. The old board design had a manual pot that could be adjusted to try different programming voltages.
Related to missing PES, I think it is possible to write the PES on Lattice GALS. Here is my PES records about 22V10, you could try to write the PES.

Lattice 22V10D and 22V10B
PES raw bytes:
00 02 48 A1 00 00 00 00 00 00

Related to 26CV12, I believe you must have used the adapter. Unfortunately I do not have 26CV12 Chip, I only have 26V12C, so I can't provide PES for your exact chip. The PES for 26V12C is as follows:
00 05 5D A1 4D A5 03 00 00 00
