If a charging transaction result in zero billing then should we need to send the CDR as invoice amount is zero and no other charges are applicable. Example if CPO is running free charging session by setting tariff as zero.

If the CPO does not create or send a CDR for all Sessions then it is impossible for the EMSP to know whether the Session was free or there was a technical issue creating/sending the CDR. Seems safer to me if the CPO always sends a CDR once the Session has ended.
This depends on the contract between the eMSP and CPO. Logically, both the CPO and eMSP should have CDRs in sync. A specific eMSP may agree to this, but it is not a generalized use case. On the CPO side, it is also beneficial to inform the eMSP about the number of sessions completed on its chargers for free by the eMSP.
