I am on Fedora Linux 41. When I check "Noto Sans Mono" fonts with a Font Manager, it classifies it as "Proportional" rather than "Monospace". This leads to it not being rendered properly if it is set to as a terminal font, where they are placed too tightly, making some text unreadable.

This repo is for Noto CJK fonts. Do you mean the Noto Sans Mono CJK? Or the regular Noto Sans Mono?

My bad, I originally intended to report this for regular Noto Sans Mono. However, this problem still persists for Noto Sans Mono CJK fonts as well.
