VSCode is unable to remember window state #252365

Description

Does this issue occur when all extensions are disabled?: Yes

  • VS Code Version: 1.101.0
  • OS Version: win 23h2

Steps to Reproduce:

  1. maximize window of VSCode.
  2. click on Minimize button to hide window from screen.
  3. kill all vscode processes from taskmgr.
  4. reopen vscode.
  • Expected: open that window in maximized.
  • Actual: The window is floating.

My workflow is about 20 opened windows of VSCode which all of them are maximized. When focusing on a window, other 19 windows are minimized. When update/restart VSCode or update/restart OS, those 10 minimized windows lost their state and now is floating on screen, also note that one focused window was able to restore its state and now is maximized. it's so annoying for me to go through each window and do the maximize and then minimize them again.

I expected this behavior most be the default, but otherwise It'd nice to have a configuration option to set behavior for restoring maximized window state after restart.

If is it possible to contribute for fixing this issue, can you point where to start?

Here is video demonstrating the problem:
