Feature request - elect optional recipient when calling RemovePluginV1

The ability to elect a recipient would be useful in the case of a non-custodial marketplace, as the freeze and transfer auth can only be removed by the buyer (payer) after the unfreeze/transfer have been completed. They are then sent the reclaimed rent for closing these plugins. The seller should receive the rent for these accounts, as they would have paid for them on creating the listing.
