Context
Currently, whenever a Mac OS user wants to use shortcuts in Mumble, (s)he needs to enable "Allow this app to take control of your computer" for Mumble in System Preferences > Security > Accessibility. Given that neither Discord nor TeamSpeak requires this permission to receive shortcuts while they are in background I’m pretty sure it is possible for Mumble not to ask for it.

Describe the feature you have in mind
So, it would be cool if Mumble could receive keyboard shortcuts without giving it this permission.

Additional context
When I installed Mumble for the first time on my Mac, I had a hard time setting a push-to-talk shortcut because I didn’t know I needed to grant this permission beforehand. When I see #4133, #4020, #3976, it seems I wasn‘t the only not to know it. Furthermore, as I updated from 1.3.2 to 1.3.3 today, my PTT shortcut stopped working and I had to grant again this permission to Mumble.
