Updates epoxy-images build image (#81)
* Updates epoxy-images image build - Updates base image from 20.04 to 24.04 - Installs golang from system package, which as of this comment is at the most recent major/minor version (1.22) and nearly most recent patch level. - Installs Google Cloud SDK, since Packer needs it to SSH using IAP - Updates version of image from 1.1 to 1.2 * Updates "images" section of build to use epoxy-images:1.2
