To enable withdrawal of stake from the SSNList contract on ZQ2 mainnet, we need to periodically increment the reward cycle while distributing zero rewards among the SSNs and their delegators. Furthermore, we must remove the SSNList unbonding period right after the mainnet launch, just like tested on the protomainnet.

We can also call SubmitPopulateLastRewardCycleTransaction by invoking a multisig and set the cycle manually.
