When any of the UI functions are used (notice, loader, picker), a notification should be sent on the API informing everyone and what options were used. Also, if possible, an additional notice should be sent out when the user intentionally dismisses or completes using the UI.

This way something like the app could pick up UI notices and also display the result, and we'd have a permanent fallback for UI use.
