Local File System may support working in Distributed mode. if the file will be transmitted over from Facilitators to Overseer. And the file location will be defined on the Overseer.

Might be very valuable in some cases where distributed storage is not available or isn't needed by design. Perhaps, it's better to support it as a separate scheme.
