PII should be hidden from the Service Record for minor members (members under the age of 18, under 19 in AL and NE, and under 21 in MS).

Per JAG: "For[minors], ideally if you don't need to have access to it you should only be able to see their name, ship, and the note about who their parent is."

A permission should be added to the set of admin-assignable permissions ("Medusa has a special class of permissions that can only be assigned by someone who already is an admin and has that permission") - only members with this permission should be able to view the PII for minor members.

Dave W suggested the name "SHOW_MINOR" for the permission.
