i use VPN.
And i can open the url in chrom

Have you tried without your VPN?

If the issue persists, you can manually download the file from the following link: https://github.com/SpoilerRules/pipsi-utils-cloud/blob/main/cheat_catalog.yaml

Once downloaded, place the file in the same directory as the pipsi utils executable. Then, launch the program with the --local argument to load the local file.
