After checking out / locking a file the icon overlay shows the correct symbol for "Locked Member". But once the file is modified, it should change to "Modified Member" to show that there are differences. This is not the case, the icon overlay only changes after the file was checked in again, displaying the "Member" overlay.

It is overlay icons issue which is controlled by Windows. In case of limited overlay icons we provide second priority icon also but in this case we don't have second priority icon. (as none other being logical) This has been already documented under section 'TortoiseSI Icon Overlays'.
