Currently all ssh keys created using gcore_keypair will be shared by default.
In the UI it is possible to "Stop sharing". I want to do the same with Terraform. As far as I've seen this feature is also not implemented in the API itself.

I would say its just a convenience feature for large companies with many different teams where you don't want to share SSH keys across teams to make the ssh keys list less cluttered. It's not really important!
