Could I manually and temporarily upload madmom to PyPi? #543

Hi!
I am writing regarding the failing installation of madmom when using the PyPi repository (e.g. issue 463).

Of course, manual installation still work, one easy workaround being installing madmom with pip using the git source.

Still, PyPi does not allow the upload of packages using git-sourced dependency. Hence, some packages (including some of mine, but not limited to) cannot be fully deployed on PyPi, and require a manual intervention in the installation process. This is of course not satisfactory for many users.

As such, I am asking for a service: because the git version seems to be installable using pip, would you allow me to deploy manually on PyPi the code as it is right now, as a temporary workaround waiting for the 0.17 release?

This is of course not a legitimate solution in the long-term, but could alleviate a lot of problems occuring right now, and would definitiely help me (and many others I am sure) in their developments!

Thanks again for the amazing package!
Have a nice day!
ax-le.
