From Hebrew נִינְוֵה (nin'vé), from Akkadian 𒌷𒉌𒉡𒀀 𒀏 (/⁠Ninua⁠/) or Old Babylonian 𒌷𒉌𒉡𒀀 (/⁠Ninuwā⁠/) of uncertain origin, but is clearly a variation of 𒀏 (/⁠ninâ⁠/, fish).
