Systems thinking as a resource for supporting accountability in system-of-information-systems: exploring a Brazilian school case

Abstract

This paper aims to present an initial investigation on the use of Systems Thinking (ST) as a resource for supporting Accountability in Systems-of-Information-Systems (SoIS) in the context of daily school routines in a Brazilian case. By understanding the relations, behaviors and interactions among the individuals and systems, we expect to extract valuable information to build an accountable SoIS for education by improving management, engagement and compliance. The ST model was based on CAp Iserj case because it has a daily routine that is common to several Brazilian schools, although it has a higher number of students, teachers and education professionals, creating a large school community (around 5,000 members) compared to other schools. The research resulted in two ST models, each one addressing daily issues regarding the absence of students/teachers and the impacts on quality of education. Our analysis also proposes an accountable SoIS architecture motivated by the ST investigation.
