Foreword: This book contains the proceedings of the 9th International Conference on Geographical Information Systems Theory, Applications and Management (GISTAM 2023). This conference is sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC) and held in cooperation with the International Society for Photogrammetry and Remote Sensing, the Società Italiana Di Fotogrammetria e Topografia (SIFET), EuroSDR, the European Association of Geographers (EUROGEO), the Remote Sensing and Photogrammetry Society (RSPSoc) and the Cartography and Geographic Information Sociey (CaGIS). This year GISTAM was held in Prague, Czech Republic, from 25 - 27 April. The purpose of the International Conference on Geographical Information Systems Theory, Applications and Management is to create a meeting point of researchers and practitioners that address new challenges in geo-spatial data sensing, observation, representation, processing, visualization, sharing and managing, in all aspects concerning both information communication and technologies (ICT) as well as management information systems and knowledge-based systems. GISTAM 2023 received 37 paper submissions from 23 countries, 27% were accepted as full papers which shows the intention of preserving a high-quality forum for the next editions of this conference. A short list of presented papers will be selected to be revised and expanded into a forthcoming book of GISTAM 2023 Selected Papers to be published by Springer in the CCIS Series. Additionally, a few papers will also be selected for a special issue in the Springer Nature Computer Science Journal. The conference program includes three keynote speeches delivered by internationally distinguished speakers, namely: Richard Lucas (Aberystwyth University, United Kingdom), Alexander Zipf (Heidelberg University, Germany) and Costas Armenakis (York University, Canada). To recognize the best submissions and the best student contributions, several awards based on the combined marks of paper reviewing, as assessed by the Program Committee, and the quality of the presentation at the conference venue, are conferred at the closing session of the conference. We would like to express our thanks to all participants. First of all, to the authors, whose quality work is the essence of this conference. Next, we thank all the members of the program committee and the auxiliary reviewers for their diligence and expert reviewing. We must deeply thank the invited speakers for their excellent contribution in sharing their knowledge and vision. Finally, we acknowledge the professional support of the INSTICC team for all organizational processes in order to make it possible for the authors to present their work and share ideas with colleagues.
