Victor Howard
Victor C. Howard is a former judge on the Western District of the Missouri Court of Appeals. He was appointed to this court on September 30, 1996, by Democratic Governor Mel Carnahan and retained by voters in 1998 and 2010. From June 2006 to June 2008, he was the chief judge. He retired from the court on November 1, 2019, to join Jay Daugherty Mediation & Arbitration.[1][2]
Education
Judge Howard was born in Kansas City. He received his bachelor's degree from Central Missouri State University in 1973 and his J.D. from the University of Missouri at Kansas City in 1976.[1]
Career
Judge Howard began his legal career in 1977 as a law clerk to Judge William Marsh of the Jackson County Circuit Court. He then worked as a deputy county counselor in Clay County from 1977 to 1991. After this, he ran a private practice until 1993, when he was appointed Clay County Circuit Judge (7th Judicial Circuit). He held this position until his appointment to the court of appeals in 1996.[1]
