Submission request to W3C ()
We, W3C members Commerce One, Inc., Hewlett Packard Company, International
Business Machines Corporation, IONA Technologies, Microsoft Corporation, Oracle
Corporation and webMethods, Inc. hereby submit to the Consortium the following
specification, comprising the following document(s) attached hereto:
which is referred to as "the submission". We request the submission be known
as the "SOAP Messages with Attachments" submission.
Abstract
This document defines a binding for a SOAP 1.1 message to be carried within a
MIME multipart/related message in such a way that the processing rules for the
SOAP 1.1 message are preserved. The MIME multipart mechanism for encapsulation
of compound documents can be used to bundle entities related to the SOAP 1.1
message such as attachments. Rules for the usage of URI references to refer to
entities bundled within the MIME package are specified.
Intellectual Property Rights

- Commerce One agrees that, upon publication of this contribution as a W3C
Recommendation, Commerce One will make licenses available to its intellectual
property rights in its portion of the contribution to any third party for their

Attachments specification being submitted to the W3C. If implementation of
a W3C standard based on the SOAP Attachments specification requires the use

IBM expressly disclaims any and all warranties regarding this contribution
including any warranty that this contribution does not violate the rights
of others or is fit for a particular purpose.

- IONA does not identify any intellectual property rights in
the current submission, but IONA may identify subsequent contributions to
the W3C as containing intellectual property rights. IONA reserves all rights
with respect to such intellectual property, however, IONA agrees to make
available to any W3C member on a fair, equitable, and reasonable basis
rights to any such intellectual property as IONA may choose to contribute in
future W3C work on this submission.

- Microsoft hereby grants to the W3C a perpetual, nonexclusive, non-sublicensable, non assignable, royalty-free, world-wide right and license under any Microsoft copyrights in this contribution to copy, publish and distribute the contribution, as well as a right and license of the same scope to any derivative works prepared by the W3C and based on, or incorporating all or part of the contribution.

Suggested Action
The co-submitters of this specification believe strongly that this
specification provides important functionality that allows a SOAP message to be
transferred in a MIME multipart wrapper along with so-called attachments of any
media type supported by MIME without changing any of the existing specifications
referenced. Especially, it does not require any changes to the SOAP/1.1 W3C Note.
Because of the earlier SOAP/1.1 submission, the W3C is well suited to
co-ordinate work in this area. The W3C member companies submitting this document
suggest that the Consortium include this submission as consideration in the XML Protocol Activity although not
necessarily within the existing XML
Protocol Working Group.
Resources
To help with this work, we expect to actively participate in all technical
activity in this area.

versions to be produced by W3C process.
