EVERETT D. BROWNING, SR. – CHAIR
Mr. Browning is the President/CEO of C.O.M.B.O. Solutions LLC (Coalition of Minority Business Owners), a Service-Disabled Veteran Owned Small Business. C.O.M.B.O. Solutions has more than 30 years’ experience as a top consultant for strategic mission support, cyber solutions, management services and intelligence operations.
Mr. Browning has dedicated his life to service and sacrifice as a community advocate for veterans, youths, and minority small business owners. A decorated retired U.S. Navy Chief and Gulf War veteran, Mr. Browning possesses degrees/certifications in communications, program management, education, and acquisition. He currently serves as the Eastern Region Chair for the Small Business Administration’s Regional Regulator Fairness Board. He is a former Acting Chair and 1st Vice Chair of the Maryland Democratic Party and served on the DNC African-American, Small Business, and Veterans Caucuses.
As Co-founder and Chairman of C.O.M.B.O., Mr. Browning has collaborated with politicians, business leaders, educators, and community leaders across the state and country to develop political outreach programs focused on health and wellness, economic empowerment, and education for families, small businesses, veterans, domestic violence victims and returning citizens. Additionally, as Vice President of the 100 Black Men of Prince George’s County he has championed youth initiatives focused on addressing challenges facing the most vulnerable citizens of Maryland.
ADE ADEBISI
Mr. Adebisi is a business executive and Founder and President of Ascellon Corporation where he has provided leadership for the company’s growth since its founding in 1996. Ascellon Corporation is a diversified professional services and information technology company, specializing in healthcare quality improvement, cybersecurity, quality management systems, and program management solutions. The company has employees in 28 states and abroad, with its global headquarters in Landover, Maryland.
Mr. Adebisi previously worked in program management, technology and management consulting at global consulting firms KPMG, Price Waterhouse, and Ernst and Young. He is an expert at applying technology and fostering innovation to increase revenue and improve business processes. Mr. Adebisi earned a Master of Business Administration (MBA) degree from the University of Tampa’s John H. Sykes School of Business in 1983 and a dual Bachelor of Science degree in Computer Information Systems and Business Administration with a minor in Economics in 1981. He is a member of the National Association Corporate Directors, and currently serves on the Board of Trustees at The University of Tampa.
Mr. Adebisi’s nonprofit board experience includes serving as Commodore, Board Member and Past Treasurer of Seafarers Yacht Club of Annapolis; Board of Directors of the Foundation Schools of Montgomery County; and Treasurer of the National Black MBA Association. Mr. Adebisi’s charitable activities include support for the Junior Achievement of Greater Washington as an adult volunteer and corporate sponsor.
DIANE CROGHAN
Ms. Croghan is the Vice President of Community Engagement and Chief of Staff at the University of Maryland Baltimore Washington Medical Center. Previously, she served in senior government positions, including Deputy Chief of Staff to Maryland Governor Larry Hogan from 2019 to 2021. In that role, she oversaw and managed the human services portfolio of state executive departments. She also served as a strategic adviser and statewide operational leader for the State of Maryland’s response to the COVID-19 pandemic.
Prior to joining the Hogan Administration, Ms. Croghan was Chief of Staff to the Anne Arundel County Executive from 2014 to 2018. Earlier in her career, she held leadership positions in both chambers of the Maryland General Assembly, designing and implementing legislative initiatives and strategies with the goal of advancing caucus priorities. Ms. Croghan serves as President of the Board of Directors for the Annapolis and Anne Arundel YWCA, and on the Board of Directors for RISE for Autism, and the External Advisory Board for the School of Public Policy at the University of Maryland, Baltimore County. She is a graduate of the University of Maryland, College Park.
GEORGE L. DOETSCH, JR.
George L. Doetsch, Jr. is the owner and chairman of Apple Ford Lincoln in Columbia.
The Maryland native owns Marama Farm Thoroughbred Breeding and Racing Horse Farm in Clarksville. In addition to several other business interests in Maryland, he serves as general partner of Concert Technopolis, a Russian-American franchised Ford dealer in Russia. His extensive community service includes the R. Adams Cowley Shock Trauma Center Board of Visitors, the Community Foundation of Howard County Board and the Howard County Police Foundation. He is a past board member for the Howard County General Hospital Board of Trustees.
HAROLD E. HODGES
Harold Hodges is CEO of H. Elliot Associates, operator of TutorCoachPool, a management consulting and educational training firm based in Rockville. In addition, he is Director of Administration and Finance for the Interstate Commission on the Potomac River Basin.
Previously, Mr. Hodges spent 19 years at the U.S. State Department as a Foreign Service Officer, and a Budget Director. He has managed more than $1 billion in funds and has served in various administrative operational roles including finance, information technology and human resources.
A subject matter expert in Federal budgeting, financial management and strategic planning, Mr. Hodges earned degrees from Dartmouth (BA in Economics, 1988), New York University (MBA in Finance, 1997), and Johns Hopkins School of Advanced International Studies (MA in International Economics, 1992). He attributes his academic and professional success to his upbringing in South Los Angeles and the drive to do extraordinary things in the face of insurmountable odds. Mr. Hodges serves on the Charter Commission for the City of Rockville and the Financial Advisory Board of the City of Rockville.
E. RANDOLPH MARRINER
In 2005, Randy retired from a successful career in advertising, where he was Chairman/CEO of Marriner Marketing Communications, a company that he founded in 1989. The firm was headquartered in Columbia, MD.
A prolific entrepreneur, today Marriner serves as Chairman & Founder of Marriner Enterprises, Victoria Restaurant Group, Manor Hill Brewing, and Manor Hill Productions. Marriner Enterprises, founded in 2005, is a diversified operating company focusing on real estate investment, development and property management. Victoria Restaurant Group, LLC (VRG) was launched 2007 with the award-winning Victoria Gastro Pub as its first concept. VRG opened its second concept, Manor Hill Tavern, in Historic Ellicott City in early 2017. Manor Hill Brewing was established in early 2015 as Howard County’s first Class 8 Farm Brewery. Today, Manor Hill is the largest producing farm brewery in Maryland and its beers can be found in over 1,700 locations throughout Maryland and D.C. Manor Hill Productions debuted in September 2015 and is a turnkey event services agency, whose event professionals provide its clients with all the tools necessary to produce successful live corporate events.
JAMES J. STAKEM
James J. Stakem was elected to the Office of Allegany County Commissioner in 1998. He recently retired from the Allegany County Public School System after spending 36 years teaching American History, Psychology and Government. He also taught Psychology on a part-time basis at Allegany Community College in Cumberland.
As a Commissioner, Mr. Stakem serves on the Human Resources Development Commission; the Maryland Association of Counties Legislative Committee; the MACo Education Subcommittee; the Tri-County Council; the Substance Abuse Task Force; the Western Maryland Economic Development Strategies Task Force; the Governor’s Flood Mitigation Task Force; the Rocky Gap Foundation; the Cumberland Summer Theater Committee; and the Broadband Coordination Board.
Mr. Stakem graduated from Frostburg State College (now Frostburg University) in 1963 with a Bachelor of Science degree. He earned his Master of Education there in 1967 and is currently an adjunct educational supervisor at his alma mater. Mr. Stakem and his wife Joann live in Frostburg. They have three grown children and six grandchildren.
