Agent Smith was a key asset of neo's life and in order to keep neo emotionally on edge to promote a strong simulation, Smith was repurposed into neo's new reality. Agent Smith's residual self image was changed in order to keep neo questioning himself which as a result helped the analyst to maintain a strong 7th iteration of the matrix.
The Morpheus you see in matrix resurrections is actually a program designed by Thomas Anderson. The new Morpheus is a mixture of Smith and Morpheus as thought up in Thomas Anderson's mind. So no the new Morpheus is not the actual Morpheus.
