In a dystopian near-future, the police can barely manage crime. A new drug appears which is both addictive and hallucinogenic. The police search for links between the drug and a recent homicide. For one, it may be a little closer to home.

After his daughter's injury, Sirius throws himself into the investigation. Black Squad overseer, Marcus, gives Sirius an ultimatum. Sirius's team make an arrest which may lead to the drug distributor. At Black Squad, Dan is tortured.

Elie struggles to investigate as Black Squad and Munro hound her. People are kidnapped from 'The Steps' by masked men, but to what end? Yukov remains in hiding after the botched capture attempt. Elie is attacked at her home by Black Squad.

The Steps crew try to find the Black Squad members that attacked Elie. The mole attacks Elie, and Yukov accepts Munro's offer. Sirius wakes up and agrees to run operations for Section Zero, with members of Cobra Group - his old team.

Reinhardt holds things together for Sirius and Elie. Section Zero give Sirius's team a target. Bianchi is shot by a girl, and taken by Black Squad. Diane's daughter has lost her memory. Yukov explains how he has been helping Black Squad.

Munro interrogates Reinhardt after new evidence comes to light. Elie encounters her daughter. Section Zero attacks a broadcast station to show the people the convoy contents. Reinhardt betrays Section Zero but Varnove escapes.

Sirius's team lay a trap and find Block 13. Elie goes on the hunt for her daughter, with help from Saber. Munro uncovers the secret in Diane's research and starts a cleanup. Diane and Dan plot an escape for them and her family.

To give a calming signal to the bubbling rage of the population, Anke Eberling is forced to dismiss Munro. In his place, she appoints the recently acquitted Franck Varnove as the head of police. Varnove asks Sirius to lead the BRCV. But Sirius has other priorities; he wants his old life back. Elie searches for her daughter Baby Gun in The Steps, while Munro is using her to prepare an attack.
