As I was watching the Revs-KC game last night, I thought of a great rule that should be immediately introduced - the Duct Tape Rule.

When the 4th official gets tired of all the harassment and constant badgering, they can - without conferring with the center ref - use duct tape to shut the mouth of the offending manager(s). If the manager then starts with offensive gestures, the 4th official may duct tape the manager to his seat. The duct tape shall remain in place for the entire game.

I think this should fly through FIFA - it doesn't involve new technology. Plus it adds another thing to bet on during the game.
