Action Man may be the greatest hero of them all, but even he can't go it alone. As such, this top agent is supported by the Action Man Programme: a crew of elite field agents, intelligence operators, scientists and other specialists under the Secret Intelligence Service, helping to protect the United Kingdom from that which threatens it.
The current Action Man, Ian Noble, is supported by operatives including Director Pauline Bestley, Quartermaster Bryce Chan, and field agent Terrence Salmons. Mercy Gale used to be a member of the organisation before going rogue, and for some time they hired the Autobot Kup as a freelance operative.

The Action Man Programme started under the reign of Queen Elizabeth I of England, Absolute Beginners under Francis Walsingham. Christopher Marlowe was the first Action Man. Crisis Intervention During the 19th century, the French exile Victor Hugo served as Director. A non-Brit in this position would be unheard of, if not for the threat of Napoleon III forcing the Programme to prioritize matters. The Programme cycled through Action Men as needed, including one who met the U.S.'s elite Adventure Team. Secret Raiders By 1994, he had been succeeded by a new Action Man who participated in Team Extreme along with time-displaced U.S. hero Sgt. Savage. When Eagles Scream By 2008, the position had been assumed by Mike Brogan, Absolute Beginners who in 2012 brought in Ian Noble when he broke his way into a secret AMP facility. Out of the Way Mr Love and Justice Agent Mercy Gale was a transfer from the regular ranks of MI6; within one year of working in the Programme, she became head of intel. Brogan and Gale served under Director Cain, who was replaced with Pauline Bestley at some point. Mr Love and Justice When Mike Brogan stopping one of Doctor X's plans, Ian Noble was appointed as the new Action Man. The Action Man Programme investigated a distress beacon coming from Mount Olympus, where they discovered that G.I. Joe dogtags had been left there shortly before the Ore-13 in the mountain exploded. The AMP passed this information on to their contacts in the United States government. Concorde Hymn After discovering that G.I. Joe and M.A.S.K. were holding Kup as a prisoner on Governors Island, the Action Man Programme deployed Action Man to investigate; Ian ended up breaking Kup out, and the two drove to Monument Valley The Modern World just in time to join the battle at Autobot City. Kup would subsequently join the AMP as an independent contractor, which led to Bryce Chan installing upgrades into his body that would come in helpful in taking down the Decepticon Transit. Upgrade After the activation of the Talisman transformed the people of Verenya into Dire Wraith mutates, Chan and the Action Man Programme took them into custody in the hope of transforming them back. Crisis Intervention While Action Man and Kup went on a global journey to try and find more information on the Talisman, the AMP was unable to turn them back, and eventually brought the mutated humans to an Onyx facility in Buenos Aires in order to leverage the help of G.I. Joe. When Eagles Scream This ultimately ended up being unnecessary, as—after a battle with the Iron Ring that the AMP took part in—Garrison Blackrock was able to link with Metrotitan and use him to broadcast energy that reverted the effects.
