Changing NHL draft order

In 2002, the Penguins had the 5th overall pick.  In 2003, it was 1st (goalie Fleury).  In 2004, it was 2nd (MVP Malkin).  In 2005, it was 1st (MVP and Franchise-saviour Crosby).  In 2006, it was 2nd (?one of the many Staal brothers).  It is not unexpected therefore that starting with the 2006-2007 season, to-date, that the Penguins are #1 in the NHL in most wins over the last seven seasons. 

The NHL has the draft lottery, which is supposed to try to put in a little extra randomness.  But they also had it that a team can't drop more than one slot (or jump more than 4) for the lottery.  (I don't remember what the new CBA says.)

My idea is that it should include extra conditions, such that if they were scheduled to pick first in the prior year, then they can't pick higher than say tenth in the current year.  If they were scheduled to pick second in the prior year, then can't pick higher than 8th in current year.  If third in prior year, can't pick  higher than 6th current year.  If 4th prior year, then max 4th this year.  Something along those lines.  Getting 4 top-2 picks in 4 straight years is pretty unfair.  The balance of power shifted just too radically.

Note: MLB is different, because they don't get the impact-type players that the NHL does.  Crosby, Malkin, and most top picks simply jump straight into the NHL, and if they become MVP candidates within two years of their draft, it's not really newsworthy.
