Woodworkers / DIYers of MetaFilter - what's this basement window latch?

I'm making some replacement screen windows for my basement, which has been a fun learning process. The one thing I'm hung up on is getting replacement window latches. Blocking the view while letting light in

I'm looking for a window shade solution that will attractively mask a very ugly building next door, while letting in plenty of light. The window is right above a bed, so it's a focal point and I want it to look nice. Can't do curtains because it's an angled ceiling and it will look awkward. Privacy is not a huge concern. What kind of fabric or design should I consider?

Seeking sunblock for windows

I have installed external shutters on most of the windows on the southeast side of my house, with the goal of blocking out as much sun as possie during summer heatwaves. There is one window (about 65 x 140cm) that still lacks sun protection, so the sun & heat still get in through there. What easy, cheap, and above all effective solutions will keep out most of this sunlight? (Definitions for all three adjectives below the fold.) [more inside]
